CCC Industry Collaborative for Industrial and Technical Education
Background: The Small Manufacturers’ Institute (SMI) was tasked by the Sierra College CCC Discipline/Industry Collaborative for Industrial and Technical Education Grant Team to survey 25 California Manufacturers for the state wide California Community College (CCC) system.
Employer Survey Needs Analysis: The CCC system needs to know from California’s Manufacturing Industry:
- How its existing Career Technical Education process can be improved.
- What additional Career Technical Education curriculums will be needed near and long term.
- Is there interest in CC supported state wide Career Technical Education Apprenticeship Programs

Employer Survey Industry Focus The commonly held idea that “U.S. and California Manufacturing has outsourced and moved offshore” is false. CA Manufacturing Industry is large, very diverse, geographically dispersed and skewed toward small manufacturers with less than 500 employees. Our Survey Team evaluated its Employer Survey industry focus based upon available resources and decided to focus upon Fabricated Metal Products:
- Manufacturing Industry employment of 1,439,900 is approximately 9 % of the total state All Industries employment of 15,456.900.
- Manufacturing Durable Goods employment of 917,900 = 64 % of total employment of all Manufacturing Industries employment.
- Fabricated Metal Products employment of 141,000 at 15% is the largest of the Durable Goods Manufacturing sub-category employment.
There were 46,418 CA Manufacturing businesse firms at the end of the third quarter of 2006
- Fabricated Metal Products consisted of 6,964 firms = 15% of all manufacturing firms
- 96% of the Fabricated Metal Products firms employed less than 100 employees.
- Less tha 4% of the Fabricated Metal Products firms had between 100 and 500 employees.
- There were only 9 Fabricated Metal Products firms with over 500 employees and no firms with more than 1,000 employees

Approach: SMI initiated the Employer Survey at the Society of Manufacturing Engineers’ (SME) 2008 WESTEC Exposition & Conference held at the Los Angeles Convention Center. This is the country’s largest annual metalworking conference and exposition. An attempt was made to work from the CCC Centers for Applied Competitive technologies (CACT) booth at WESTEC. Results were unsatisfactory because the booth was not located near the main traffic flows and many participants were reluctant to take the time to be interviewed.
SMI was subsequently able to get the Boards of Directors of the Los Angeles and San Fernando Valley Chapters of the National Tooling & Machining Association (NTMA) to agree to e-mail the Survey to their respective memberships.
The enclosed Employer Survey Recap provides a representative listing of the results of the above efforts. Data is still being submitted and will be retained for future Grant Team reference.
Survey Results: The Employer Survey resulted in defining a wide variety of Fabricated Metal Products industry needs. It becomes obvious that future Employer Surveys need to be regionally focused on clusters of Community Colleges and further focused upon the demographics of the manufacturing industries in that specific region. The following provides an overview summation of the attached Employer Survey results:
- Professional & Trade Associations: Most of the Survey participants are members of the National Tooling & Machining Association (NTMA). Some are also members of the Plastics Manufacturing Association. Several are members of the Society of Manufacturing Engineers. .
- Identification of CC: All of the participants were able to identify one or more Community Colleges near their place of business.
- Current Recommendations: Many of the participants did not identify specific current recommendations for the Community Colleges. Example recommendations are to:
- Collaborate more with high schools
- Provide access to state of the art technology
- Provide specific training relative to technology being used by local employers
- Provide more short span modular courses
- Involve local manufacturers in curriculum development
- Provide more emphasis on student placement outreach
- Reduce over emphasis on unemployed students
- Training Needed Now: Almost all participants stated specific current training needs. A significant listing of needed training was identified.
- Training Needed Near Term: Most of the participants identified specific training needs in the near term where they are not currently involved. A significant listing of needed training was identified.
- Training Needed In Future: It was interesting to note that many of the participants were not able to forecast their long term needs. This is probably a reflection of their firm size and the fact that they are driven by their larger customer needs as they are developed. A listing of needed training by the remainder was identified.
- Apprenticeship Program Interest: Almost all participants expressed interest in Community College support of specific Apprenticeship Programs. A significant listing of needed Apprenticeships was identified.
Combined Survey Conclusions:
- Direct interview contact results in valuable CTE data for the California Community College Program and individual colleges.
- Most manufacturers are located near a college.
- Almost all of the manufacturers are interested in a college contact.
- Almost all of the manufacturers are interested in one or more specific subjects.
- The California Community College system should consider funding a direct telephone telemarketing approach by geographic region to obtain the desired data regionally.
