Summary:
With funding from the Rockefeller Foundation, Jobs for the Future and the Business for Social Responsibility Education Fund collaborated in a project to help employers develop career advancement strategies in the retail sector. Given the importance of the industry as both an entry point into the labor market for new workers and, increasingly, as one in which more experienced workers make a career, this project highlighted the emerging role for workforce intermediaries in the efforts to improve retention and advancement in the retail industry. Retention and Advancement in the Retail Industry, from JFF, addresses the key elements in creating career ladders, examines what makes career ladders work, and presents their potential benefits to the retail industry. BSR produced the companion report, Retention and Advancement in the Retail Sector: A Summary of Recommendations.

Career Paths, Ladders, and Lattices — Career paths are groups of jobs included in a particular career field. Career ladders represent the upward movement of workers throughout their careers (for example, from Assistant Mechanic to Mechanic to Senior Mechanic). Career lattices represent careers that do not follow a linear progression and include lateral moves. Advanced Manufacturing/Integrated System Technology Program (AM/IST)

The purpose of this document is to report on potential career paths within manufacturing
environments that depend upon integrated systems technology. It represents the first
comprehensive attempt to “map back” the skills imbedded in the Advanced
Manufacturing/Integrated System Technology Program (AM/IST) to potential career
ladders and lattices involving integrated systems in the high‑performance manufacturing
workplace.
As equipment and processes become increasingly high‑tech, manufacturers require
highly skilled workers who can operate, troubleshoot and maintain complex, integrated
production systems. Increasingly this involves knowledge, skills and abilities related to
several different areas of work: electrical, electronic, mechanical and fluid power. It
requires not only the ability to gain new skills that allow for vertical movement to higher
levels of specialization within a given area (career ladder), but also the ability to gain new
skills to support horizontal or lateral movement (career lattice) through critical crosstraining
among systems. Together they constitute a career path in integrated systems

San Francisco Transit Career Ladder Partnership


Rapidly changing transit technologies, related skills shortages and job vacancies pose critical challenges to public transportation systems across the country and in San Francisco in particular. The San Francisco Transit Career Ladder Partnership resolves these skills shortages by means of a collaborative approach to training for incumbent workers to move up industry career ladders targeted to areas of skills shortage.
The goal of these programs is to strengthen promotional opportunities for incumbent Muni employees, fill chronic vacancies, prepare incumbent workers for jobs that will require new technological and human relations skills, and permit Muni to more effectively meet new service delivery guidelines.
The principal partners are the San Francisco Municipal Railway (Muni), Transport Workers Local 250-A (TWU), City College of San Francisco (CCSF), and the Community Transportation Development Center, which is funded by the US Department of Transportation to help develop regional skills partnerships in mass transit. The San Francisco Municipal Railway Improvement Fund (MIF), a joint labor-management project established by Muni and TWU in 1996, facilitates this partnership. As the fiscal agent, MIF ensures effective partnership coordination and delivery of the career ladder training.

Employment Training Industry Clusters

Retail:
The work2future Industry Clusters Initiative for Retail centers on our activities in support of the "outlet" stores in the City of Gilroy, along side of Highway #101. With approximately 2400 new jobs being created during the 2004 calendar year, work2future developed an entry-level, employer-driven project in partnership with the Gilroy Economic Development Corporation and the Small Business Development Center of Gavilan College. Approximately 200 local residents have already availed themselves of the work2future -supported training that prepares participants for the retail trades with information on the industry, career ladders, and salary expectations. In order to ensure fidelity to the needs of the local employer community, work2future staff periodically meets with a reprehensive group of outlet employers to receive their feedback on the success of our training.


Healthcare:
In partnership with Goodwill Industries of Santa Clara County, work2future's Industry Clusters Initiative has developed training for environmental technicians and other entry-level healthcare workers. This short-term training, centered in the San Jose area, prepares participants for jobs in the major hospitals, such as Kaiser and Valley Medical Center, as well as smaller, health care clinics and providers.


Hospitality:
San Jose State University's Hospitality Management Department, in partnership with Evergreen Community College's Institute for Business Performance, and several local community-based organizations and training vendors, has developed a unique hospitality training course that centers on several "modules" of training that covers an introduction to the hospitality industry; basics of customer service; as well as skills training in culinary services, and hotel "front desk," reservations, etc. This Industry Cluster project was developed in cooperation with several large Santa Clara county hotels, including The Doubletree, The Sheraton/Four Point, The Hilton chain, and the Marriott.

Financial Services:
The financial services Industry Cluster project, still in the development stages, is the result of in-put and collaboration with several large banks, including the Bank of America, Wells Fargo, and Comerica; as well as the Valley Credit Union and the San Jose Credit Union. The goal of the project being developed is to train highly qualified individuals for careers in the financial industry, and to dramatically reduce the turnover rate of new employees.

Software & Bio-Science:
work2future staff is in the pre-development stage of projects in these two areas, and will move forward with the assistance of the Industry Cluster Advisory Group.

The Function and Defining Features of Career Pathways
Career pathways typically comprise an integrated, articulated continuum of programs and services designed
to prepare high school students and/or working adults for employment and advancement in targeted
industry sectors, fields and occupations.
Unlike short-term job training or “pipeline” programs, career pathways provide opportunities for:
■ Development of core academic, technical and employability skills
■ Continuing education and training
■ Placement in high-demand/high-opportunity jobs
■ Vertical and horizontal movement in a career field.
Pathways programs may also include “wrap-around” support services based on the needs of participants:
tutoring, career counseling, case management, child care, transportation, financial aid and job placement.
Career pathways specifically target jobs in industries of importance to local or regional economies. The
goal is to create avenues of advancement for current workers, jobseekers and future labor market entrants
while also meeting local employers’ needs for qualified workers.
Community colleges often play a central role in career pathways because they are uniquely equipped to
coordinate occupational training, remediation, academic credentialing and transfer preparation. In an
effective career pathway, community colleges work in partnership with other educational entities,

Significant Points:

  • Highly skilled mechanics usually learn their trade through a 4-year apprenticeship program, while lower skilled maintenance workers receive short-term on-the-job training.
  • Employment is projected to grow more slowly than average, but applicants with broad skills in machine repair and maintenance should have favorable job prospects.
  • Unlike some manufacturing occupations, these workers usually are not affected by changes in production.
