Performance Reviews and Management in California State Government

May 20,  2004 Conference - Sacramento, Ca.

A Comprehensive Framework for Reforming California Government: The Citizens’ Budget and the Five Pillars of Reform

Last year, Carl DeMaio released the California Citizens’ Budget plan which demonstrated how transforming state agencies could produce substantial cost savings and solve the state’s budget deficit. The Orange County Register editorialized that the Citizens’ Budget would
“lay the foundation for finding a sensible and lasting way out of the current crisis” and “the result would be a more efficient government and more business-friendly state.” The Los Angeles Times reported that the Citizen’s Budget has become the “playbook” for the new
administration. Hear how state agencies can learn from the Citizens’ Budget by focusing on the “five pillars” of high performance — strategic planning/performance measurement, performance-based budgeting, human resources management, performance-based
contracting and information technology/e-Government.  05/04

Performance Institute Tells Congress: Congress Must Engage Before Full Results Can be Demonstrated from GPRA

The Government Performance & Results Act of 1993 was and continues to be a critically important statute guiding federal managers and employees in the continual pursuit for better results and more transparent governance. As a statute, GPRA has done its job. It got the ball rolling on an era where planning is strategic, performance is measured, budgeting is results-oriented, and management is results-driven. 05/04

Performance Institute Tells Congress: Workforce Flexibilities Require Human Capital Planning

In testimony Feb. 11 before the House Committee on Government Reform's Subcommittee on Civil Service and Agency Organization, Performance Institute President Carl DeMaio urged Congress to integrate strategic human capital planning into legislation that would provide agencies greater flexibility in recruiting and retaining their best employees. The hearing, entitled "Esprit de Corps," focused on H.R. 1601 and S. 129 — the "Workforce Flexibility Act" — which would provide more flexibility in setting pay rates for employees, provide bonuses for recruitment and retention, and improve the management of training activities.  05/04

Texas Performance Review

Public school teachers and administrators know about accountability, because they are increasingly pressed to take responsibility for student Texas Assessment of Academic Skills (TAAS) test scores. Since 1984, state lawmakers have retooled the public education system and raised everyone's expectations. The main engine of change has been a nationally recognized system that rates schools on numerous factors including student attendance, graduation rates, and performance on the mandatory TAAS test. Annual school ratings--ranging from "exemplary" to "low performing" generate intense public discussion about the quality of individual schools and help to improve their performance.  05/04

IBonWEB.com - Performance Accountability in the Public Sector

Public sector organizations can and should therefore demonstrate that they are delivering services which meet social needs, and that they are doing so efficiently.

This simple point underlies landmark reform initiatives such as, for example, the 1993 US Government Performance and Results Act. GPRA requires all US federal government organizations to report their performance and to undertake strategic planning. More recently, the GPRA framework has been strengthened by the development of 'performance budgeting', under which the budgetary funds received by government agencies are linked to their performance in delivering results to the public.  05/04

Assessment: At a Glance

Edutopia:  The George Lucas Educational Foundation

Standardized tests aren't the only way of gauging student achievement. Throughout the country, educators are using performance assessments to measure what students know and can do.

These real-world evaluations include:
• Standards-based projects and assignments that require students to apply their knowledge and skills;
• Clearly defined rubrics (or criteria) to facilitate a fair and consistent evaluation of student work;
• Opportunities for students to benefit from the feedback of teachers, peers, and outside experts.
