Improving Demand-Driven Services and Performance: Toolkit for Effective Frontline Services to Youth DOL Employment and Training Administration The U.S. Department of Labor (DOL) Employment and Training Administration (ETA) has set as an overarching priority for the entire workforce investment system the need to meet the demands of business by providing adults and youth with the necessary educational, occupational, and other skills training and services needed for high demand occupations. ETA’s Strategic Vision for the Delivery of Youth Services under the Workforce Investment Act is committed to promoting and implementing a performance-driven system targeted at the neediest population that will reach youth, particularly out-of school youth, who have been disconnected from mainstream institutions and systems. To meet this need, ETA has set as a priority that youth programs invest resources to focus on serving specific disadvantaged youth populations and to provide well-designed and coordinated programs that prepare the most at-risk and neediest youth for job opportunities. In 2007, Governor Christine Gregoire issued an executive order, later affirmed by the state
legislature in SB 6001, creating goals to reduce Washington’s global-warming pollution and increase the number of green jobs in the state to 25,000 by 2020. This important policy is in line with the governor’s commitment to establish Washington as a leader in clean energy technology and ensure the state’s workforce is trained and ready to meet this opportunity. The state now must create the infrastructure
necessary to ensure that these goals will be met—including establishing a comprehensive program to meet the global-warming pollution reduction goals and workforce development strategies to put workers on pathways to high-wage, clean energy careers.
Fortunately, Washington is widely recognized as a national leader in designing and implementing workforce programs and holding those programs accountable via rigorous evaluation that tracks their outcomes over time.165 Washington’s State Workforce Training and Education Coordinating Board (SWTECB) serves as the state workforce investment board for the purposes of WIA, but it has far greater capacity and authority to lead the state’s workforce efforts than virtually any other state workforce board in the country.

It is projected that employment will grow to 20 million over the next
decade. The Department of Labor’s Bureau of Labor and Statistics has
developed projections of occupational employment and industry employment for
the workforce. A special issue of the Occupational Outlook Quarterly
contains five sections that focus on trends that will help policymakers in
mapping activities around career counseling and career choice, training and
education planning and policymaking and planning. There is also an

The California Employment Development Department
has developed a California Training and Education Providers Database (CTEP)
that is the most comprehensive source of information about education and
training providers in California. Over 3,600 training providers that offer
occupational programs categorized under the Standard Occupational
Classification (SOC) or Classification of Instructional Programs (CIP)
classification systems are listed, including private or public schools,
colleges and universities. Users can search for schools based on a specific
occupational area, geographic regions, type of program, or school type. As
an example, if a search is conducted for "Electrical and Electronic
Engineering Technicians," over 312 schools and institutes are produced that
offer training and educational programs under this occupational
classification. Each school listing is actively linked so the user can get
more information on the individual program(s), facility, and costs.
