This
project aimed to identify and assess the accountability requirements in the
Business Education discipline/industry cluster as measured by outcomes,
standards, and student success. The California Community College
Chancellor’s Office defines this cluster to include 44 TOP (Taxonomy of
Programs) Code areas listed.
Over 250
vocational educators, students, business/industry practitioners and leaders
throughout the state of
California
participated in focus groups to explore and recommend how California
Community College vocational programs can better prepare all students for
productive employment. Participants were asked to evaluate The California
Community College Chancellor’s Office VTEA Core Indicator Reports (see
website listed below) in their discipline which indicates progress of
community college vocational programs in meeting the core standards in:

Skill
Attainment (grade of “C” or better);
·
Completions
(certificates, degrees, or transfer to UC/CSU);
·
Placement
(employment or UC/CSU transfer);
·
Retention
(three consecutive quarters of employment);
·
Equity
(training leading to nontraditional employment).

The passage of the 1990 Carl D. Perkins
Vocational-Technical Act (Perkins II) required states to set up
accountability systems for their vocational programs. As they grappled with
the new mandates, their first concerns were centered around the law's basic

Sector - The International Organization for Standardization (ISO) has
published specific guidelines for organizations in the education sector that
want to implement ISO 9001. The guidelines are intended for organizations
at all levels, including elementary, middle, high school, university
undergraduate and graduate, special and adult, and distance and e-learning.

The March 2004 issue of Quality Progress, published
by the American Society for Quality (www.asq.org) features two articles
focusing on educational quality:
"The Quality of Learning" shows how the University of
Pacific's dental school applied quality principles to develop an
evaluation/decision/process improvement map to improve student success.
"Better Teaching With Deming And Bloom" describes a rubric developed by
teacher James Hills to improve pre-college reading and writing skills to
students at Haskell Indian Nations University in Lawrence, Kansas. 03/04
Performance-Based Program Budgeting Commentary—Unit Costs
This report (published in January 2001) discusses the different types of
unit costs and the manner in which those costs can be used to assess program
efficiency or to make budget or privatization decisions. It also recommends
improvements in the manner in which state programs calculate unit costs.
These recommendations include developing a uniform system for states to
handle program-specific overhead costs and changing the way in which some
outputs are defined.

kinds, providing access to over 2200 of the best tools and materials
available from hundreds of organizations. It is organized into 11 major
workforce development functions and topics and subtopics within each
function. Each function area houses different kinds of resources for a
broad spectrum of uses (data, analysis, examples, tools, websites, etc.) If
you register on the site you can indicate your interests and receive updates
based on those choices. Additionally, once registered the site allows you to
create your own favorites section, storing resources for future reference.
Registrants can rate the resources on the site and provide information
critiquing the resource or describing its usefulness in their work. This
site has been funded by the U.S. Department of Labor, the Ford Foundation
and the Rockefeller Foundation.
